Governor Cuomo signs law authorizing speed cameras in downstate school zones
June 30, 2014
Gov. Andrew Cuomo signed a new law authorizing the use of school speed zone cameras in Nassau County, Suffolk County and expanding upon current camera speed zones in parts of New York City to enhance the safety of children, encourage responsible driving practices and help law enforcement crack down on violators.
The governor green-lighted the legislation at Bethpage High School in Nassau County, joined by a number of supporters including Vice Chairman of the Transportation Committee Sen. Carl L. Marcellino, R-Syosset; Assemblyman Charles Lavine, D-Glen Cove; Nassau County Executive Ed Mangano; and and Suffolk County Executive Steve Bellone.
"New York State will not tolerate drivers who exercise reckless behavior and put other people at risk - especially around our schools," Cuomo said. "By empowering Nassau and Suffolk Counties to install dozens of speed cameras in school zones, we are helping to protect our students and ultimately save lives. This should send a message to all drivers - slow down and obey the speed limit, especially when passing by a school."
Bill A.09206/S.06918 authorizes Nassau and Suffolk counties to each establish four-year pilot programs allowing the use of photo speed violation monitoring systems in one school speed zone per district in both counties - 69 districts in Suffolk County and 56 in Nassau County. It also expands the number of New York City school zones that are eligible to use speed cameras by an additional 120, for a total of 140. The law builds upon similar legislation passed last year that implemented a speed enforcement pilot program in up to 20 school zones in New York City, according to the bill's language.
Maybe that POS should try leading by example for a change and do his daily commuting in traffic, twice a day like the rest of us, and give up the tax-payer-funded luxury of getting helicoptered around
Norm- I'm sure to get one at some point, so on grounds would someone be able to contest them with? Won't they be just like the red-light-cam tickets- relatively unbeatable?
there is no Witness
go back to grade school when you learned about the 6th amendment ...
of course You need to be prepared to Appeal the finding of the inferior Court, as the local "Justice" is simply there to collect revenue
This is stupid, BUT I would have no issue with license plate readers on school busses when the stop signs are deployed. I've seen little kids almost get hit a handful of times over the years by a**holes who know they can drive past a bus with impunity.
The thing that amazes me about Cuomo is the absolute stupidity because most of the rest of the large cities are getting rid of these cameras because of the high cost of doing business with the camera company ! Here Cuomo just went and signed a huge contract with this company who will take 70 pct of the revenue that these cameras generate so this really explains his mentality on these matters ! The contracts with other cities that Had these cameras were promised large chunks of revenue that never transpired but the company did very well at the expense of the city ! That's why all of the other large cities have not renewed their contracts because if the lack of revenue compared to the maintainence contracts ( the companies take BS the cities take of the cash ) it's amazing that even LA California has gotten rid of them ( it finally hit the liberals right between the eyes that it was a losing proposition having these cameras ) so I guess after " dreaming " of the huge profits of gambling casinos went out , he news " dreams " of breaking even with red light cameras. , either he needs new meds or he is completely delusional ! I'm betting delusional !
The positive is that a lot of radar detectors and GPS's will alert you where these cameras are with software updates. In due time all the cameras around here will be spotted and that info sent to these manufactures of the units. I know Garmin and Ecsort alert me where these cameras are.
It's interesting that the fasist pig is against reckless driving. Maybe he will now order his nysp to stay within 10mph of the posted speed limit on the thruway.
they let you out of the system, one ticket at a time
no Judge will ever interrupt the revenue stream of .Gov
be prepared to take it to Appeal, as you will never win in the lower court

those cameras will be equipped with EMF guns that will render the vehicle useless until an LEO arrives... Lolz...
and the county's/state will not benefit financially from said cameras right? All proceeds will be deposited into child education development - right? Not the General Fund?
Red Light camera's started in bad intersections now everywhere is bad intersections. Bad intersections is where they get busy good income so its up for a Camera. That's how it started . Now Speed Camera's are next starting at schools. So who in there right mind would think this State wouldn't have the balls to place them all over the place at one point.
If you have a Android Smartphone, and the 12 Volt Car Adapter to keep it's battery topped off, these two Apps work wonders at letting you know where most Speed Traps, Red Light Cameras, and other "Revenue Generating" locations are.
Waze is in fact excellent. The problem is they have mobile cameras that they move around on different days, so there is no way to assume what you do or do not get on there is accurate.
On Friday they had the camera van at a local school. NO flashing lights or "photo enforced" warning as required by law. I already made a written complaint to Mangano.
GOOD. A little overall ball busting on the average Joe/Jane NY citizen will wake them up as to how this state operates. Speed cameras making school zones safer? How about a police car in the school zone with an actual police officer? A live body can stop a lot more things than speeders.
I knew I would jinx myself. Today's mail brought a school traffic violation notice for my daughter's car. Kind of sneaky since they have the camera set up on a major roadway which runs well in back of the school, away from any buildings or access points. Speed limit is already 30 mph in the area (down from 40 a few block prior and after), school zone apparently brings it down to 20 mph, which is frankly impossible on this roadway. Ticket is for 31 in a 20 zone.
I am going to try out the wording suggested by Norm in an earlier post. Am interested to see how Nassau County responds. For some reason I wouldn't be surprised if their respond is a no-knock SWAT team raid. Nassau can be a little cocky.
Nothing like another backdoor tax so the elected half-wits can claim they aren't raising "taxes."
Norm's course of action is very appealing. I like the concept behind it. At the same time, I am wondering if it might be p***ing up a rope. If I refuse to "answer" in the proscribed manner, they could assess additional penalties and late charges. These would be just as bogus as the original notice, but they do have all the badges and guns - so if they say black is white, black is white. I really want to fight this on principle, but am not going to lose my license over it.
This is a Nassau County TVPA "Notice of Liability." Scosgt's description of the agency matches my recollection from years ago. They have a real "prosecutor" and you eventually end up going before a real "judge." There's lots to "thank you, your honor" and all that formality you don't find in places like Suffolk County.
This has me thinking that Scosgt's approach may be the better one in this instance.
While I agree with his approach, I have a feeling this is going to be like the scene from Goodfellas when the guy loses the restaurant. "Business bad? F you, pay me. Had a fire? F you, pay me."
It isn't the $80. It is the principle. I matt make some calls and see if I can find a sympathetic lawyer to fight this the right way. With the "real" court setup, a lawyer could present these points in the proper way. I would rather pay him $300 than fork over $80 to the county like a sheep.
Years ago I remember being in NYC watching all the people fight speeding tickets. The officer gave the same speech every time which included the part about calibrating his radar gun. I have seen this roadside "you are going xx miles/hour" machines and they can be incredibly inaccurate. I don't see how the cameras= systems are any better.
BTW, it seems in this case a plea of not-guitly means a trial. So that requires taking a day off for the plea hearing and then another day off for the trial. According to the notice, the fine is NOT subject to "discretionary reductions" so the fine and/or charge cannot be reduced. It is an all or nothing.
I am going to go through the motions, but this county/state is so damn corrupt, I don't believe any amount of legal defense will get them to replay anything but "F you, pay me."

That is exactly what they are counting on - not worth the effort to fight it.
The "no discretionary reductions" part is in there, I think, to discourage people from showing up and asking for a break, like happens at NYC PVB all day long - where they do get breaks from the unreasonably large parking fines.
Yes, the County is TOTALLY corrupt, but I still believe they can be beat at their own game. IF someone comes in and testifies that the radar beam is so narrow and in focus that at 50 feet it is only one inch wide, and therefore can not possibly have clocked a bird or plane or a different car or a kid throwing a ball, OK fine. BUT, that means they have to bring someone in, and that someone has to be the actual person who set up or maintained the trap. NOT cost effective if lots of people do it.
I am certain they would love to operate like NYC PVB, where the agent who writes the ticket never has to appear. However, this agency is mandated to operate like a Court, with rules of evidence, so I want to see people force them to play by those rules.
