My county has a new sheriff & he changed over the old style 4x5 " permits for the newer credit card type permits & the good news is that if we now want to add any handgun's on to the permit the Judge's no longer have to keep & hold your permit untill he gets the time to sign it NICE NO It's about time, My county is not even listed on the list of NY counties so I will still keep it a secret, & if I tell you I will have to wack you.
Broome County is broke right now. Even if we weren't I wouldn't expect the Sheriff to get the budget to upgrade the permit system. There's a lot of political animosity between the County Executive and the BC Sheriff. That isn't going to change until one or the other loses reelection.
We have'em in Onondaga County...and everytime you add or remove a handgun, they print you a new one. I don't know why they're saying the cost is a factor; card printers are cheap and so is the media. Guess paper is cheaper, though; ah well.
It's the software.
The counties that are issuing the plastic cards are using Gunkeeper or Gunkeeper II software. Initial purchase of just the software is over $2000, plus there is other equipment to purchase, maintenance fees, etc.
Ditto on the employer/occupation. I believe the State Police are responsible for setting the format of permits, at least for us Upstaters. My "Firearms Laws of NYS" book has examples of pistol permits in the annex that are a close match for what Broome County issued me.
I wish we'd get the plastic cards here. I carry my permit around in an automobile insurance card holder because there's no way in hell it would survive being in my wallet.
Ever change your address on one of the paper permits? I did a few months ago here in Broome. Care to guess how they did it? They razored a small slice off a blank permit, typed my new address on it, then scotch taped it over the old address on my existing permit. It looks like something that a high school kid would attempt so he could buy beer but I guess it's the way they do things here, so who am I to argue?
It's not necessarily up to the Sheriffs either. In most circumstances, the County Clerks are the custodians of the records. (Remember, they're elected too) They may consult with the Sheriff to find the system that works best for the both of them, but it's usually up to them.
In Cortland County the Sheriffs Office has nothing to do with permits. It is all handled by the County Clerks office and the purple ties do all the background investigations and stuff.
It used to be that way here too until a power grab by the Sheriffs dept. It went from a one hour affair to put a pistol on a permit to whenever the judge feels like approving your purchase. Two trips are now required BS BS BS

No wonder Broome hasn't opted for plastic cards. Still hate the paper though. Only thing is, further down the article it states the one time fee for renewal is going to be $15 instead of $10.
There should be no delay in buying a gun. Hand over the cash and walk out. Why do we need our guns listed? I don't think any other State has this. I have many non-resident licenses, no guns listed on any.
No but here we have COBIS which is why every new gun must have a fired shell casing on file with the SP which is why they list firearms by serial number and caliber. I find it comical however that it is not required on used guns.
