NYC Permit - Carry to/from Range & Storage

As a NYC residence permit holder, when storing at home and/or travelling to a range, given that a cable lock or trigger lock is in place, my understanding is that the gun needs to be in a locked case as well. Is there anywhere that states that case needs to be a hard case, or can it be a lockable soft case (e.g. soft case with lockable zippers).

Is there a good resource for that? I called 1 police plaza and have gotten two opposite answers.

You'll probably get differing opinions here as well, but according to the language in the handbook they give you when they issue you the license, it states:

"Handgun(s) may be transported, unloaded in a locked container, directly to and from an authorized range... ammunition will be carried separately"

It doesn't state if the container has to be a hard case or lockable soft case. I've used both.
