    It’s extremely easy to replace a lower on an AR-15 but I have not heard of the NYS police allowing someone to re-register a reserialized gun. It does happen here and there with a pistol repair where a manufacturer will just replace a gun rather than repair it but they have to file paperwork. Sounds like the same process here was done so yes it sounds plausible to me.
    I also know you have to re-register your assault riffles every 5 years just like pistol permits. I know registering a new gun can not be done currently since the registration period is closed for assault riffles.

    Sounds like the manufacture and FFL took the old lower and destroyed it then replaced it. Sounds reasonable to me. Just never heard of it.
