It doesn't say whether it flips open by the application of centrifugal force, which would make it illegal in all of NYS. Assuming it doesn't, it's legal as the blade length is less than 4 inches. But: keep in mind, if any part of the knife, even the pocket clip, is visible, it's illegal.
Even if you carry a knife that is NYC complaint the NYPD has a history of arresting folks for carrying ANY type of knife (complaint or not), whatever you decide to do keep it concealed (no pocket clip showing) and don't go anywhere that has metal detectors/are subject to a pat down.....so that rules out almost every tourist destination.
